"We love adapting our products to suit existing conditions in any location that will keep pedestrians safe."

ENCAT recently ENCAT was engaged to design, manufacture and install a C5 crowd-rated balustrade system as part of the Jetty Road tram stop upgrades at 79 Jetty Road, Glenelg, South Australia. The works formed part of a broader public transport improvement programme being delivered by Outside Ideas, aimed at enhancing safety and durability at high-use tram stop locations.

The Jetty Road tram stop upgrade forms part of the Transforming Jetty Road Glenelg project, a major, once-in-a-generation renewal aimed at strengthening Glenelg’s position as South Australia’s premier coastal shopping, dining and entertainment destination.

The broader project focuses on improving pedestrian safety, accessibility, and public amenity while preserving the precinct’s unique coastal character and history.

Key outcomes include;

  • Reclaiming Jetty Road for pedestrians through traffic calming.
  • Upgraded crossings and DDA-compliant footpaths.
  • Delivering flexible, event-ready public spaces.
  • Enhancing streetscapes with new paving, greenery and street furniture.
  • Upgrading essential infrastructure such as stormwater, road surfaces and kerbing to support future growth.

ENCAT’s contribution supports this vision by delivering durable, crowd-rated balustrade infrastructure that integrates seamlessly into a modernised, safer and more accessible public transport environment, aligned with the long-term objectives of the Jetty Road renewal.

New C5 crowd loading balustrade delivered and installed within 4 weeks

Given Jetty Road’s heavy pedestrian traffic and proximity to retail shops and public spaces, the balustrade was required to meet C5 crowd loading requirements, ensuring it could safely withstand high lateral loads associated with peak commuter and tourist activity.

ENCAT delivered a fully engineered steel balustrade solution that balanced structural performance with a clean, architectural finish appropriate for this prominent coastal precinct.

A key success factor on this project was timeframe. From receipt of order to completed installation, the entire process was achieved in approximately 3.5 weeks, well within the four-week requirement.

This was made possible by ENCAT’s end-to-end delivery capability. The balustrade was 3D modelled in SolidWorks, laser cut using ENCAT’s in-house tube laser, fabricated and welded, then hot dip galvanised and powder coated internally. By completing the powder coating in-house, ENCAT eliminated the delays typically associated with outsourcing finishing works and was able to prioritise the project to meet the tight programme.

ENCAT mobilised to Adelaide to complete the installation, working extended hours including weekends to minimise disruption to tram services and surrounding businesses. Due to the close proximity of shops and passing pedestrians, ENCAT utilised a Hilti vacuum drilling system, which effectively captured dust at the source and maintained a clean, safe environment throughout the works.

Fixings were installed using Hilti chemical anchors, ensuring secure and durable connections in the concrete substrate.

Delivering crowd-rated public infrastructure efficiently

This project demonstrates ENCAT’s ability to deliver high-compliance, crowd-rated infrastructure under compressed timeframes, while maintaining quality, safety and presentation in a busy public setting.

The Glenelg tram stop balustrade is a strong example of how integrated design, in-house manufacturing, and disciplined site practices combine to deliver reliable outcomes for public transport infrastructure.

Bus shelter upgrades at T3 Domestic Terminal

ENCAT was engaged on the basis of our demonstrated capability to supply structurally certified, DDA-compliant bus shelter infrastructure and the track record we have at Sydney Airport itself having previously supplied shelters of the same design.
